f your drag a panel by its Title Bar or Tab (left click hold down and drag) you will see the panel placement navigators displayed, drag and drop the panel into the position on the panel navigator where you wish it to be displayed.
If you drag and drop the panel in a place other than one of the Panel Navigators it will be free floating, to place it back into it’s original position double click the panel Title Bar.
