Thanks for the report! Vista is using DirectX 10, of course, and that's only available with Vista yet. It's unfortunate but understandable if that's not yet compatible with the latest DirectX 9.0c bits. I wouldn't recommend trying that 9.0c Web installer on your Vista machine to fix this...
